In Search of Black Assassins

THE ANATONY OF AN POLITICAL ASSASSINATION IN OAKLAND

In July 1969, they rolled Dr. Marcus Albert Foster into Oakland like a Black Trojan Horse behind which lurked the ILLUMINATI. Dr. Foster wasn’t completely innocent. He had worked at the infamous Holmesburg Prison covering up the CIA and U.S. Military’s human experiments on prisoners of color.  After his death, he was awarded with the Medal of the Four Chaplains for his collaboration with the U.S. Military and CIA in the Holmesburg Prison Experiments.  He was an educator and scholar, but when they rolled him into Oakland for his latest assignment to serve the clandestine interests of the CIA and U.S. Military, I really don’t think Dr. Foster truly understood the nature of this particular BEAST.

He had been thrown into a sea of snakes.  By the time he looked up and truly saw Lucifer, it was too late for him and hundreds of innocent school children. November 6, 2012 will be the 39^th Anniversary of the Assassination of Dr. Marcus Albert Foster. It was the first political assassination in America of a school official while performing his duties. This is no Conspiracy Theroy.

Dr. Marcus Albert Foster is dead. He was murdered. There are no disagreements among law enforcement agencies. It was a political assassination. It is a shocking crime that remains unsolved; and a crime that local, state and federal law enforcement agencies refuse to properly investigate, or too afraid to properly investigate,  even today- 39 years later.

Nazis & the DOUBLE BIND, Insanity without Disease

At a mass meeting in 1934, Nazi Deputy Party Leader Rudolf Hess stated,

“National Socialism is nothing but applied biology.”[1]

“The entire Nazi regime was built,” Dr. Robert Jay Lifton writes, “on a biomedical vision that required the kind of racial purification that would progress from sterilization to extensive killing.”[2]

As early as the publication of Mein Kampf (1924-26), Lifton indicates,

“Hitler had declared the sacred racial mission of the German people to be ‘assembling and preserving the most valuable stocks of basic racial elements [and]… slowly and severely raising them to a dominant position’…”[3]

In mass media, Nazis and the SS are like 9-11(The Inside Job) and NY Trade Center Building 7, it is a forbidden topic. Because, when you talk about Nazis and SS in global affairs, you can only come to two conclusions, they’re involved in mass deception; and “genetic engineering and racial genocide.”

Obersturmführer (lieutenant) SS Günter Reinemer wasn’t an eminent German scientist, educator or scholar. He was with the SS Death’s-Head Division at Treblinka in Poland where over a million Jews from Warsaw were slaughtered. SS Reinemer had done his share of killing of hundreds if not thousands of human beings. He was the nuts and bolts, the clogs in the wheel of the SS. SS Reinemer was a mystic knight, mechanic, and a blood covenant racial mass murderer, a genocidist.[4]

At the end of the war, instead of facing Crimes against Humanity at Nuremberg as a war criminal, SS Reinemer went on the U.S. Taxpayers’ rolls as a CIA agent.[5] SS Reinemer was a veiled Nazi-CIA agent that didn’t come under anyone’s radar until after his death, but that’s just part of the outrage.

After being recruited and hired by the CIA, SS Reinemer spent several months at a US military base at Frankfurt-Höchst, where he most likely trained them in coutner-intelligence, assassination and killing techniques. He was circumcised. The CIA outrageously supplied him with a Jewish identity of a Holocaust survivor as cover.[6]

In 1988, a few days before SS Reinemer was found dead, his identity had been unveiled by a German financial investigator named Dieter Matschke involving his continued fraud and deception after the war. “You have to ask yourself,” Matschke was quoted in the London Times on December 15, 2000, “How many other Reinemers did America spirit to safety?’ [7]

We really don’t know the answer. We don’t know how many people the CIA or SS Reinemers trained to be racial killers or cold blooded assassins. In the United States, we don’t talk about it even though we are aware it’s there in front of our faces. We don’t explore it even though it’s a wide open pit sucking up everything around it.

How deep down did this Rabbit Hole really go with the Knights of the Black Sun- SS in America? Even though they were international war criminals, Masters of Deception, and the World’s Greatest Racial Mass Murderer Cult in history, we don’t know and won’t talk about it.

The Knights of the Black Sun-SS was the magnification and personification of ultimate evil, Lucifer’s Servants, and America secretly financed, bankrolled and veiled even the nuts and bolts, the clogs in the wheels of the Evil Empire, the Underground THIRD REICH.

On November 6, 1973, Dr. Marcus A. Foster, Superintendent of Oakland Unified School District, literally had his heart blown out by shotgun blasts to his chest by a team of assassins just outside the school administration building by “triangulation of crossfire“ just like JFK. The assassins then filled his body with bullets loaded with cyanide from a handgun. It was deliberate, inhuman, cold blooded and a signature “OVERKILL.”

It took very special and extremely diabolical but powerful forces to slaughter our beloved school headmaster in such an evil, sadistic and callous manner in Oakland, CA and get away. It wasn’t like anything that we had known or ever heard of.

We didn’t know very much about genocidists other than the Klan, and they wore white masks and hoods. The genocidists that did exist during WWII were all dead or convicted of war crimes and crimes against humanity at the Nuremberg Tribunal. It certainly didn’t appear anything that we needed to guard against in the City of Oakland in 1973.

We just couldn’t figure it out. The Symbionese Liberation Army (SLA), the alleged assassins, didn’t make any sense. Nobody heard of them. Nobody knew them. Why would a bunch of burned out hippies and semi-illiterate criminals be using advanced military assassination techniques, “triangulation of crossfire“, to kill key members of our community? It was like Dr. Gregory Bateson’s infamous DOUBLE BIND in practice, “Insanity without Disease.”

From School to Concentration Camps- Paradigms Shifters and Shapers

The LEGEND begins,

On February 22, 1970, Dr. Wilson C. Riles, California Superintendent of Public Instruction, left, and Dr. Marcus A. Foster, Superintendent of the Oakland Unified School District (OUSD) were called to the Ditchley Foundation in Oxfordshire, England for the Anglo-American Conference on Education for the Less Privileged, [8] the UNDERVALUED classes.

The Ditchley Foundation, above, is based at Ditchley Park and is a conference center used for private VIP meetings to secretly shift global paradigms. The Ditchley Foundation publishes summaries of the conferences, but what goes on behind conference walls is secret surrounded by a double ring of security. It is guarded by the British Special Branch and MI5.[9]

The Security Service, commonly known as MI5 (Military Intelligence, Section 5) is the United Kingdoms’ internal counter-intelligence and security agency and is part of its core intelligence machinery.[10]

It wasn’t by happenstance that Drs. Riles and Foster had been called to Oxfordshire, England. Dr. Rileswas the first African-American to be elected to statewide office in California.[11] Riles headed one of the nation’s largest, most comprehensive multi-million dollar free educational systems in the United States.

In the 1960s and 1970s, California’s Free Educational System was the envy of the world. During this time, public higher education was essentially tuition free, as mandated by Governor Pat Brown’s Master Plan for Higher Education.[12]

Dr. Foster headed OUSD. It was California’s second or third largest comprehensive educational school systems also with a multi-million dollar budget. During the 1960s and 1970s, OUSD was Oakland’s largest employer. OUSD also had a majority black student population that topped over 70%. Dr. Foster was the first black school superintendent of a major metropolitan city in the United States.[13]

In 1970, Drs. Riles and Foster had to have been two of the highest ranked, leading and influential Black educators in America. The 1970 Ditchley Foundation Conference brought together America’s leading educators with their elite British counterparts to develop a future global consensus agenda and paradigm shift for the education of the “Less Privileged.”

The Ditchley Foundation global educational paradigm didn’t include opening the window for opportunities and resources, or developing new and innovative teaching methods of 3Rs for the “Less Privileged.” The Ditchley global educational agenda centered on developing mass “behavior modification” programs in the schools for the Children of Color.

“Instructional product development–the purpose of which has been to create materials which produce in an identified population of users in accordance with pre-specified and specific objectives–generally demonstrable changes in behavior, adheres to a pattern which includes planning, formulating, prototyping measures and materials, field testing, revising and retesting, and summative evaluation.”[14]

The American branch of the Ditchley Foundation was run by Cyrus Vance and Winston Lord, president of the Council on Foreign Relations (CFR).[15] Riles and Foster got their marching orders to Ditchley from Cyrus Vance and Winston Lord.[16]

Cyrus Roberts Vance was also a member of the CFR; and the notorious Bilderberg Group.[17]Vance was the U.S. Secretary of State under President Jimmy Carter from 1977 to 1980. Prior to that position, he was the Secretary for the Army and the Deputy Secretary of Defense under President Lyndon B. Johnson. [18]

Vance was U.S. Secretary of State at the time of the Jonestown Massacre in November 1978. Jonestown was a CIA Mind Control-Medical Experiment. Within 48 hours of the massacre of over 900 predominately Black elderly, women and children in the middle of the Guyana Rain forest, Vance demanded the Guyana government immediately bury the bodies of U.S. citizens without autopsies in a mass grave like something out of the pages of Treblinka and Auschwitz.[19]

Despite the insistence of the U.S. Government to immediately bury the people of Jonestown in mass graves, Dr. C. Leslie Mootoo, the top Guyanese pathologist entered Jonestown hours after the deaths. He refused the collaboration and the assistance of U.S. pathologists. Dr. Mootoo found fresh needle marks at the back of the left shoulder blades on 80 – 90% of the victims. Other victims had been shot or strangled. The elderly, women and children of Jonestown had been murdered. Jonestown was a racial mass murder crime scene[20] and Cyrus Vance wanted it covered up and veiled from the public forever. He wanted the world to believe that they drank Kool Aide laced with cyanide, willingly.

“If one was to go over the deaths in Auschwitz, it is almost a certainty, considering the horrendous conditions those who were there were under, that 0.2 % of all deaths could be attributed to suicides. Yet, if anyone was to argue that Auschwitz was a suicide camp housing a bunch of religious freaks and not the compounds of murder that they were, they would (rightfully) be condemned for intellectual dishonesty, and their motives would be questioned. No such actions are taken on those who continue to insist the same about Jonestown, despite how the facts speak to the contrary.”[21]

“The Trilateral Commission doesn’t run the world; the Council on Foreign Relations does that!” -Winston Lord, Assistant Secretary of State, the U. S. State Department.[22]

Winston Lord was also a member of the Trilateral Commission,[23] Bilderberg Group,[24] and Luciferian “Skull and Bones”, part of the network of the Brotherhood of Death with Reichsfuhrer Heinrich Himmler’s SS.[25]

From 1969-73, Winston Lord was a member of the U.S. National Security Council’s planning staff. He was the special assistant to National Security Advisor Henry Kissinger, accompanying him on his secret trip to Beijing in 1971. The following year, he was part of the U.S. Delegation during President Richard Nixon’s historic visit to China and was President Gerald Ford’s visit in 1975. Lord became the State Department’s Director of Policy Planning and top adviser on China, and U.S. Ambassador to China under President Ronald Reagan. Early in his career he served in the Foreign Service and the Defense.[26]

Riles and Foster clearly understood the nature of the BEAST that they were dealing with. They knew very well that you play no games with these people. Certainly, they were puppets of the Ditchley Foundation at that level and compartment of the conspiracy to undermine free educational opportunities for People of Color, but it wasn’t their business to know too much and how deep the rabbit hole really went down from the Ditchley.

The Ditchley Foundation is a link in the chain of a secret network of global elite Luciferian paradigm shifters such as the Mont Pelerin Society, the Trilateral Commission, the Club Of Rome (and other offshoot groups) that are conduits for instructions from the Tavistock network.[27]

In 1921, the Duke of Bedford, Marquess of Tavistock, the 11th Duke, gave a building to the Institute to study the effect of shellshock on British soldiers who survived World War I. Its purpose was to establish the “breaking point” of men under stress, under the direction of the British Army Bureau of Psychological Warfare, commanded by Sir John Rawlings-Reese. [28]

Tavistock Institute has long been known as the precursor to the infamous CIA MK-ULTRA mind control program. Some allege the Nazi doctor, Hauptsturmführer (Captain) SS Dr. Josef Mengele, was secretly trained at Tavistock Institute before World War II began.[29]

Tavistock also work under the British Special Intelligence Service (SIS) of MI6. The SIS, commonly known as MI6, (Military Intelligence, Section 6) is the agency which supplies Her Majesty’s Government with foreign intelligence.[30]

Tavistock’s overall objective is to eventually control entire populations between the use of drugs and sophisticated mind control techniques, including group dynamics.[31]

Tavistock is the mass population mind control specialists that develop the nuts and bolts of the covert mass population “behavior modification” programs, and hand it down to the Ditchley Foundation.

At the top of the chain of the global elite, Tavistock and the Ditchley Foundation are linked to one of the most important and clandestine global groups that shape the world paradigms, the Bilderberg Group.

The Controllers: the Bilderberg Group

“When presidents, prime ministers, bankers and generals rub shoulders with European royalty at the annual secret Bilderberg meeting, they discuss the business of running markets and wars without being accountable to the public.” –Daniel Estulin,Award-winning investigative journalist[32]

The Bilderberg Group is an annual, unofficial, invitation-only conference of approximately 120 to 140 guests from North America and Western European elite. About one-third of the group is from government and politics, and two-thirds from finance, industry, labor, education and communications. Meetings are closed to the public.[33]

In his 1980 essay The Bilderberg and the West, researcher Peter Thompson argues that the Bilderberg group is a meeting ground for top executives from the world’s leading multinational corporations and top national political figures to consider jointly the immediate and long-term problems facing the West. According to Thompson, Bilderberg itself is not an executive agency, but when Bilderberg participants reach a form of consensus about what is to be done they have at their disposal powerful transnational and national instruments for bringing about what it is they want to come to pass.

Queen Juliana and Prince Bernhard

One of the principal founders of the Bilderberg Group was Dutch Royal Prince Bernhard of Lippe-Biesterfeld.[34]

Prince Bernhard wasn’t just an ordinary card carrying National Socialist Workers Party member under Martin Bormann. Prince Bernhard had been Sturmabteilung (SA), a member of theStorm Detachment or Assault Division, or the Brownshirts under Sabschet Ernst Rohm that functioned as the original paramilitary wing of the Nazi Party.[35]

Prince Bernhard had also been a blood covenant Schutzstaffel (SS) member, a GENOCIDISTS, under Reichsfuhrer SS Heinrich Himmler since April 22, 1933. He specifically was a member of the SS- Fliegerstürm.[36]

SS-Fliegersturm was a flying unit of the Allgemeine-SS that was formed Nov 1931 in Munich and was absorbed by the Deutscher Luftsport Verband (DLV) Sep 1933. A special variant of the pilot wings (the SS-SA Fliegerabzeichen, an early SS eagle flanked by the SS and SA logos) was worn by qualified members of this unit.[37]

In addition to his Bilderberg role, Prince Bernhard was head of the Dutch Johannite Orde of Nederland, one of four orders that make up the Chivalric Alliance of Orders of Saint John (Alliance de Chevalerie des Hospitaliers de Saint Jean de Jerusalem). The stated purpose of these four, known as “the Alliance”–which is composed of northern European nations Germany, The Netherlands, Sweden and Great Britain, the latter being an ancient order known as “the Most Venerable Order”–is “to reduce to silence the enemies of Christ”. The headquarters of the Alliance are located in Switzerland.[38]

“These are Protestant orders rather than Catholic, but it is of significance that, on 26 November 1963, the Alliance was “consolidated with the signing of a joint declaration between the Sovereign Military Order of Malta and the Most Venerable Order, at St John’s Gate, London, by the Grand Chancellor of the SMOM, the Prince of Resuttano, and Lord Wakehurst, Lord Prior of the Most Venerable Order”. [39]

Interestingly, it has been suggested that the Knights Templars were “infected” with the Johannite or Mandaean heresy that denounced Jesus as a “false prophet” and in his place recognized John the Baptist as the true Messiah. Meanwhile, two early Grand Masters of the Priory of Sion are said to have had Johannite tendencies: Leonardo da Vinci and Sir Isaac Newton. Notwithstanding that, the famous founder of the Knights Templars, Hughes de Payens, has been accused by the Vatican of being a Johannite. [40]

Prince Bernard also had worked in NW7, the global intelligence arm of I.G. Farben which acted in the interests and spied for the SS during World War II.[41] In addition, the Bilderberg Consensus is also brutally enforced by teams of assassins, agent provocateurs, and the Underground SS.

It appears that Prince Bernard always worked under the veil to shape paradigms for Lucifer’s Servants, the Knights of the Black Sun, SS- the World’s Greatness Racial Mass Murder Cult. Prince Bernhard’s work in forming the Bilderberg Group was no exception. Prince Bernhard, the chairman, ran the Bilderberg Group since its inception in May 1954 until his retirement in 1976.[42]

Two of the Prince’s most powerful, ruthless and deadly controllers were Lucifer Servants, Reichsleiter-SS Martin Bormann andSS Gruppenführer (lieutenant general) Heinrich “Gestapo” Mueller. In 1970, Bormann and Mueller would have been 70 years old, and two of the most feared and diabolical GENOCIDISTS on the face of the earth.[43]

Part of the mandates to the Bilderberg Group comes directly down from the National Socialist Workers Party and the SS, the Underground THIRD REICH.

And whatever comes down from Lucifer’s Servants would surely include clandestine programs and objectives of “applied biology” -racial purification and ultimately racial genocide.

In 1970, Drs. Riles and Foster were two essential clogs in the wheel to clandestinely undermine and transform public schools into mass “behavior modification centers” consistent with the objectives of the THIRD REICH.

Dr. Riles was the chief educational policy maker for the state of California with a population of approximately 20 million people.[44] Dr. Riles’ mission behind smoked mirrors was to set in motion the mechanism to begin to weaken, undermine and underfund California’s free educational system for people of color.

On the other hand, Dr. Foster’s role was more like as they would say is “where the rubber hits the road.” Dr. Foster’s position as school superintendent directly oversaw a school district of approximately 66,000 students with a majority Black population.

OUSD had developed into one of the nation if not the world’s most effective free comprehensive educational systems rivaling the New York City’s educational system. OUSD had become nationally renowned for producing highly qualified and educated industry leaders, world class athletes and revolutionary leaders.

Bilderberg and Oakland

The ILLUMINATI Brothers- McGeorge & William P. Bundy

“McGeorge Bundy and his brother William P. Bundy have held important C. F. R. and important Bilderberger positions. This in itself makes it clear that the position and power of these two men is extensive… United States has been the most powerful nation overall on the earth, so without a doubt McGeorge has had both great public-known and great secret power. The three most prominent Bundy’s to write about are Harvey Hollister Bundy, Sr., William P. Bundy, and McGeorge Bundy. We will now take a look at these three along with Eric Bundy, who was given a key position in a sinister plot to steal all wealth and power of Howard Hughes and Harry W. Bundy, who was a chief adept of one branch of the Illuminati.”[45]

Since at least 1964, OUSD had come to the attention of the Luciferian ruling elite for producing too many enlightened independent minded and uncompromising Black and Brown folks.

McGeorge Bundy of the Ford Foundation, “Odin” of Skull and Bones ),[46]and the Bilderberg Group wanted urban public school districts fractured and “decentralized.”[47]

According to the elitist British eugenicist and British MK ULTRA Godfather, Aldous Huxley, “decentralization” is:

“… [A] reduction of the power of the state, self-government in every activity-in a word, anarchism in the sense in which Kropotkin uses the word. Only in this way are we likely seriously to modify society and individuals for the better.” [48]

The word “anarchy” means absence of government; state of society where there is no law or supreme power; state of lawlessness or political disorder; or state advocated by modern anarchists; or state advocated by modern anarchist. People v. Mintz, (1930) 106 CA 725, 290 P 93

Huxley and McGeorge Bundy were prominent members of the elite Committee of 300, “The Olympians”of the New World Order.[49]

Behind the smokescreen of “decentralization”- veiled CHAOS, the free public educational system could be transformed into mass “behavior modification centers” consistent with the objectives of the THIRD REICH.

In Oakland, Bundy’s “decentralization” plan for OUSD was fronted through Dr. Foster’s Citizen’s Master Plan Committee funded by John Knowles and the Rockefeller Foundation.[50]

At the same time behind smoked mirrors, Bundy and the Ford Foundation were also secretly co-funding Colston Westbrook’s Black Cultural Association (BCA) project at Vacaville Men’s Medical Facility that created the SLA as a catalyst to political-social and racial disorder and CHAOS in the San Francisco-Oakland Bay Area. [51]

Where the rubber met the road, they intended to give Dr. Marcus A. Foster a LEGEND and ride his back to drive OUSD straight to HELL.

Dr. Hutschnecker to Bilderberg: “The SS National Concentration Camp Program for the Nutlos Esser-Useless Eaters”

The SS National Educational Plan for Black and Brown Students

On December 1, 1969, the legend goes that President Nixon asked his New York Park Avenue friend, Dr. Arnold Hutschnecker, to draw up a proposal based on a report from the Commission Statement on Violent Crime under the chairmanship of Dr. Milton S. Eisenhower.[52]

Dr. Hutschnecker claimed that Nixon asked him to state his “philosophy” on the problem. [53] The statement turned into a full-fledged quest, “Having read the report, I was struck by the thought of preventing crime by attempting to prevent a child with delinquent tendencies from growing into a full-fledged delinquent…” [54]

The good doctor noted that the eradication of ghetto poverty, recommended as the key step to be taken in the prevention of crime by the commission, was an admirable long-range goal. But, he added, “I would suggest another, direct, immediate, and I believe, effective way of attacking the problem at its very origin, by focusing on the criminal mind of the child.” This, he said, would mean detecting aberrant personality structure early enough so that psychotherapy could be used to prevent the child from becoming a full-fledged delinquent or adult criminal. [55]

Dr. Hutschnecker was also struck by one of the report’s observation, “violent crime in the cities stems disproportionately from the ghetto slum, where most Negroes live.” [56]

On December 9, 1970, the stricken Dr. Hutschnecker sent a provisional report versus a “statement” to Nixon, suggesting, “mass testing of all six-to eight-year-old children (and possibly the total child population up to the age of fifteen) and as well as (government) after school programs and group therapy for those children who show delinquent tendencies.” The good doctor also stated that, “more time was needed for further research in order to determine the most effective and least costly method…to detect …violent and homicidal tendencies.”[57]

Dr. Hutschnecker report grew from predicting delinquent tendencies to detecting “violent and homicidal tendencies” among particularly Black six and eight year old children.

Dr. Hutshnecker’s plan wasn’t happenstance or any result of an offhand suggestion from President Nixon. It was a project that had been secretly well developed theoretically and coordinated in detail before December 1, 1969 and the meetings at the Ditchley Foundation.

Dr. Hutshnecker’s Plan had taken him to Mexico to meet with Dr. Robert Hartman, Research Professor of Philosophy, National University of Mexico, and University of Tennessee. Dr. Hutschnecker claimed that Dr. Hartman had developed a method, which by measurement testing of values could, “predict delinquency for intelligent children from the age of ten upward, and all children from the age of twelve upward.”[58]

Dr. Hartman had developed a pseudo scientific test pursuant to the plan that could predict delinquency, violent and homicidal tendencies of all six-to eight-year-old children, they counseled, “no test can predict actual violent behavior, or any kind of actual behavior for that matter. But the test can detect the tendency or proneness to such behavior. It can, moreover, indicate the need for therapy, and the kind of therapy needed.”[59]

The therapy suggested by Dr. Hartman’s theoretic test results on children would label them literal “biological enemies” and open the book to human medical experimentation- drugging, confinement and isolation, psychosurgery, sterilization, castration, brain probes and implants, annihilation.

On March 23, 1970, Dr. Hutschnecker reported his so-called further findings to President Nixon, who sent his “counselor”, Daniel P. Moynihan, domestic affairs advisor, to meet with Dr. Hutschnecker.

By April 1970, Dr. Hutschnecker had sent down the White House pipe a sample “value profile” devised by Dr. Hartman that would accurately detect “antisocial tendencies”. [60]

Once down the pipe without resistance or exposure, Dr. Hutshnecker’s Plan expanded from predicting delinquency to violent and homicidal behavior to now, detecting and treating “antisocial tendencies” of six-to eight-year-old children.

How? Dr. Hartman’s theoretic test consisted of studying a child’s reaction to a set of 18 pictures. Dr. Hutschnecker said that the total child population could be tested in two to three months with the results analyzed by a computer.[61]

Dr. Hutshnecker’s final recommendation-the establishment of government camps for incorrigible teen-age boys, “For the severely disturbed, the young hard-core criminal, there may be a need to establish camps with group activities under the guidance of counselors, under the supervision of psychologists, who have empathy (most important) but also firmness.”[62]

This is the “Seeds of Jonestown” and you clearly see that the Hutschnecker Plan was a well coordinated and comprehensive project that had been already worked out in advance by a team of experts.

From a statement, to a report, now to a comprehensive plan and development, the White House forwarded Dr. Hutshnecker’s Plan to Secretary of Health, Education and Welfare Robert H. Finch so that it could be studied and then possibly put into practice. [63]

Dr. Hutshnecker’s Plan also included that high school and college students be required to undergo government psychological testing and that a “kind of mental health certificate” be made “a prerequisite for any job of political responsibility, and proposed the establishment of a separate Department of Peace to ‘explore the psychodynamics of peace,’ and to study the techniques and sublimation of human aggression.” [64]

What is particularly scary about this racist plan to psychological test all Black children as they enter kindergarten, possibly medicate and track them, and then place Black teens in concentration camps is that Dr. Hutshnecker’s Plan had been at the White House level and kept dangerously secret by the country’s highest elected and trusted officials. [65]

Dr. Hutschnecker said that after discussing the plan with Moynihan, “Moynihan said that it would be sent to the National Institute of Health. Instead, it was sent to HEW where it was leaked. I think it was Ehrlichman who sent it there.” [66]

Dr. Hutshnecker’s Plan was leaked out along with a note by an “interested Black H.E.W. employee” to Jack Nelson, of the Los Angeles Times and Washington Post. The note said, “This memo hasn’t reached the press as of today-April 3; it smacks of Nazi Germany. We haven’t determined if Finch has replied to it yet, but others have copies of this memo in their hands and we expect it to break by the end of the week.” [67]

Once the plan was rightfully publicly exposed, a H.E.W. spokesman said that the plan was still officially under consideration, but the word in Washington was that Finch would probably not recommend it. As he spoke, Dr. Hutschnecker Plan was secretly being veiled, financed and pursued through private means, university or a foundation.[68]

Dr. Robert S. Hartman from Nazi Germany to Walt Disney

Dr. Robert S. Hartman aka Robert Schirokauer was a logician and philosopher. He was no doctor of psychiatry, psychology or medicine at all. His primary field of study was scientific axiology (the science of value) and he is known as its original theorist. His axiology is the basis of the Hartman Value Inventory which is used in psychology to measure the character of an individual.[69]

Robert Schirokauer was born in Berlin, Germany,

“The quest for a science of value originated with early Greek philosophers and culminated with the work of Dr. Robert S. Hartman. Dr. Hartman was born in Germany in 1910. Facing the inhumanity accompanying Hitler’s rise to power in pre-war Germany, he envisioned a science which could organize ‘good’ as effectively as the Nazis organized ‘evil.’”[70]

Schirokauer changed his name to Hartman, “in order to frustrate Nazi attempts to monitor his movements.”[71]

That’s extremely interesting, the SS or SD would be interested in him enough to chase around for information like he was a Nazi spy; and he plays out the dynamics of not good versus evil, but “good” and the “evil” like the SS. It’s their very own powerful “Satanic Principle.”

In 1932, Schirokauer left Germany for Britain and “started working for Walt Disney Productions as a copyright representative in Britain and later opened offices for Disney in Denmark, Norway, Finland and Sweden where he met and married his wife. The Hartmans moved to Mexico City where he represented Disney Productions in Central America and the Antilles.”[72]

It’s interesting that Dr. Hartman move into the western hemisphere coincide with the western movement of Nazi Spies and the Fifth Column. Also, there is quite a bit of speculation in regards to a secret personal relationship between artists, Walt Disney and Adolf Hitler.[73]

I suppose Dr. Hartman was working the old magic “Satanic Principle” when he just happened to hook up with Dr. Arnold Hutschnecker in Mexico City.

Dr. Arnold Hutschnecker from Nazi Germany to New York City

Who exactly was Dr. Arnold Hutschnecker? He wasn’t a board-certified psychiatrist or psychologist. He wasn’t a scientist, or researcher or a college professor. He just simply practiced psychotherapy rather than medicine. [74]

He was born in Germany. He studied at the Kaiser Wilhelm Institute for Psychiatry in Munich, graduated from the university in 1925. He immigrated to the United States from Germany sometime in 1936 when the German General Staff was moving in Nazi agents, the Fifth Column, into the Americas. SS Dr. Josef Mengele, the Angel of Death, also moved into New York, and became a naturalized citizen in 1932.

Was Hutschnecker a Nazi? In a New Times article, he was quoted, “When I talked about camps for young people, to retain them, like the camps I worked in when I came here from Germany in 1936.” [75]

Like Prince Bernhard, Dr. Hutschnecker wasn’t just an ordinary card carrying National Socialist Workers Party member under Bormann. Like Prince Bernhard, Dr. Hutschnecker had also been a blood covenant Schutzstaffel (SS) member under Reichsfuhrer SS Heinrich Himmler since 1936. He specifically was a member of the SS-Totenkopfverbände (Death’s-Head Division) just like Obersturmführer SS Günter Reinemer.

Just like SS Reinemer, Dr. Hutschnecker was given an Austrian Jewish Background for cover.[76] That Dog Won’t Hunt.

The SS wasn’t a group of Boy Scouts that you hooked up with on weekends with story times and singing around the campfire. The SS was Himmler’s Aryan Poster Boys, whose strict membership requirements ensured that all members were of Hitler’s Aryan Herewolk (“Aryan master race”).[77]

SS Applicants were vetted (careful examination or scrutiny) for Nordic qualities—in Himmler’s words, “like a nursery gardener trying to reproduce a good old strain which has been adulterated and debased; we started from the principles of plant selection and then proceeded quite unashamedly to weed out the men whom we did not think we could use for the build-up of the SS.”[78]

Dr. Hutschnecker was as much a Jew as the man in the moon. He applied to Reichsfuhrer SS Heinrich Himmler to be among Adolf Hitler’s elite guard troops thereby verifying that he considered and determined that he had been “Aryan.” After a pre-war careful examination and scrutiny of his racial family background by the SS, he had been certified and verified “Aryan” to the strict satisfaction of Heinrich Himmler.

Dr. Hutschnecker was a veiled Schutzstaffel (SS), a Knight of the Black Sun. According to Hutschnecker, someone sent Nixon to him in 1951 for consultation as an “internist” when he became the number two most powerful man in America, Vice President of the United States behind Dwight D. Eisenhower. [79]

It was a well-kept secret; this man was not just a friend of Richard Nixon, but Nixon’s psychoanalyst for more than twenty or more years. That means that America’s highest elected governmental official was psychologically controlled by the Underground THIRD REICH.

Dr. Hutshnecker’s National Educational Plan for Black and Brown Children in America at the presidential level was the veiled plan of the Knights of the Black Sun, the World’s Greatest Racial Mass Murder Cult.

I suspect that the Hutschnecker Plan was drawn from copies and inspiration of the “Exclusionary Rules” of Nazi Germany;[80] and both Dr. Hartman and Dr. Hutschnecker were Schutzstaffel (SS), Knights of the Black Sun, GENOCIDISTS.

After public exposure and national- international outrage, Dr. Hutshnecker’s Plan didn’t end at the White House. The plan had been clandestinely developed and approved at the highest levels of the Underground THIRD REICH to be implemented as  U.S. National Policy. It was some of the secret clogs in the wheel  of its 1000 Year Reich. 

Reichsleiter-SS Martin Bormann sent the plan through SS Prince Bernhard and the Bilderberg Group Network.  They decided to veil and implement it through state powers. All the Bilderberg Group had to do was to set the wheels in motion to mold, shape and develop state and local policies to veil the plan.  The schools transformed into behavior modification monitoring centers for People of Color would feed into a network of detention camps, prisons, universities, hospitals and secret mind control/medical human experimental facilities.

From the Bilderberg to the U.S. White House and the Berlin Wall

“I have the greatest affection for them but I know they’re not going to make it for 500 years. They aren’t. You know it, too. The Mexicans are a different cup of tea. They have a heritage. At the present time they steal, they’re dishonest, but they do have some concept of family life. They don’t live like a bunch of dogs, which the Negroes do live like.”

In 1970, the U.S. President was the infamous Richard Milhous Nixon. Nixon’s mentor, Prescott Sheldon Bush, had helped Adolf Hitler and National Socialist Workers’ Party’s Rise to Power.[81]When it came to the edits and mandates of Reichsleiter-SS Martin Bormann and Reichsfuhrer Heinrich Himmler’s SS,they wore the very same hat. They were secret collaborators at the highest levels of government.

“… [A] bunch of dogs…” that is pretty broad, profound and racist characterization of Blacks coming from the United States’ highest elected official. It is comparable to Germany’s highest elected official Fuhrer Adolf Hitler’s Mein Kampf [My Struggle] characterization of the Black Race as “born half apes.”[82]

When you talk about Nazis, the ultimate evil (Satanic Principle), racial genocide is always their definitive goal. As stated by America’s highest elected official, their goal is kill off as many Blacks as possible within 500 years to begin to purify the Aryan gene pool for the 1000 Year Reich of global Aryan dominance.

Mass media won’t talk about it, but President Nixon’s White House was a reflection of the National Socialist Workers Party under Reichsleiter (National Leader)SS Martin Bormann.

Harry Robbins “Bob” Haldeman (better known as H. R. Haldeman) was President Nixon’s White House Chief of Staff. Bob Haldeman heralded himself as the “Martin Bormann of the White House.” [83]

Nixon’s German General Staff was commonly known as the Berlin Wall. At the top of his Berlin Wall ruling the White House was Bob Haldeman, John Erlichman, Egil “Bud” Krogh, Henry Kissinger (Bilderberg Group) and many others of German descent.[84]

“But Gordon Liddy was the one in whose mind ‘Triumph of the Will’ was the most alive. Some of these men would watch the great Nazi propaganda films in the basement of the White House until all hours of the night, and drink, in fact, get drunk with their power, with blind ambition, as one of them wrote.” High Treason, Robert J. Groden and Harrison Edward Livingstone, pp. 417-418.[85]

Nixon and the Berlin Wall got their walking orders from the Bilderberg Group how to clandestinely implement the SS National Plan through state and local powers. At the state level, they began with another set of established secret Nazi Collaborators, California Governor Ronald Reagan and his German High Command.

Bilderberg to the California Governor’s Office and the California German High Command

In 1970, Ronald Reagan was the Governor of California. Nixon’s long time friend and counsel, Dr. Hutschnecker’s Original Plan Collaborator- Robert Finch- U.S. Dept. of Health, Education and Welfare (HEW), had been his lieutenant government.[86]

If Nixon’s White House was the manifestation of the National Socialist Workers’ Party, then Ronald Reagan’s Governor’s Office was the mirror of the German High Command.[87]

“Helene van Damme. Reagan’s “Special Assistant”, this lady WAS the Reagan Administration. She put together a list of potential staff for Reagan to “pick”, and controlled his appointments. A New York Times reporter once wondered at her proficiency in German, but no major media ever dared to reveal the truth: Helene was formerly secretary to the Nazi German High Command. She had a similar capacity when Reagan was Governor of California. Before working for Reagan, she worked with Reinhard Gehlen, former Nazi head of the German Secret Service (Abwehr). Gehlen worked on top secret US military projects, often in German, using Helene’s German translation skills, back when he worked with the Nixon campaign and with Transinternational Computer Investment Corp. (1969). Gehlen and many other elite and blood-drenched Nazis were brought to the US by J. Edgar Hoover. California is still under Nazi leadership till today.”[88]

If you don’t believe that Helene van Damme was a former secretary of the Nazi German High Command, she was certainly setting up California front corporations for the CIA-Gehlen Org. There is speculation and charges that she entered the country in 1954 with CIA-Gehlen Org Agent, SS-Hauptsturmführer Baron Otto von Bolschwing.

Helene’s husband was German Banker, Christian Van Damme. He was the Vice-President of Bank of America in La Paz, Bolivia. Christian is loosely linked to the Martin Bormann, Klaus Barbie and Josef Mengele SS Bolivian Crack Cocaine Connection of South America.

“Christian Van Damme was a funder of Nazi dope such as his $30 million loan to John Delorean to do the deal with Thailand opium which would be worth twice the loan. John Delorean caused the assassination of the legendary Colin Chapman of Lotus thanks to these dirty dealing. Of course the assassination was palmed off as just another heart attack.”[89]

Reagan was a Knight of Columbus and Knight of Malta with Nazi General Reinhard Gehlen; the CIA-Gehlen Org. [90]

Reagan’s Kitchen Cabinet and Shadow (Deep Cover) Government was linked directly to Polish SS-CIA Gehlen Org agents, William E. Hermann [91] and SS-Baron Otto von Bolschwing.[92]

Nazi Luftwaffe –Project PAPERCLIP Pilot, Heimlich Rupp, was part of Reagan’s Secret Team.[93] Reagan is also linked as a member to SS Prince Bernhard’s Bilderberg Group. [94]

Governor Reagan and his German High Command were in place and ready down the pipe to collaborate and conspire to undermine California’s free comprehensive educational opportunities for People for Color in its continuing quest of genocide and Aryan Global Dominance.

From the Bilderberg, White House and Berlin Wall to the Law Enforcement Assistance Administration (LEAA)

The Law Enforcement Assistance Administration (LEAA) was a U.S. federal agency within the U.S. Dept. of Justice. It administered federal funding to state and local law enforcement agencies, and funded educational programs, research, state planning agencies, and local crime initiatives.[95]

LEAA’s role in the behavior modification research and funding began at a meeting held in 1970 in Colorado Springs. Attending that meeting were President Richard Nixon, U.S. Attorney General John Mitchell, John Erlichman, H.R. Haldemann and other White House staffers of the Berlin Wall. They met with Dr. Bertram Brown, director for the National Institute of Mental Health, and forged a close collaboration between LEAA and the Institute. [96]

In collaboration and under the influence of President Nixon and the Berlin Wall, LEAA funded 350 projects involving medical procedures, behavior modification and drugs for delinquency control. [97]

According to a Congressional Inquiry and investigation, LEAA ended up funding 537 research projects dealing directly with behavior modification.[98]

A national uproar was created by various articles in 1974, which prompted a Senate investigation. Thirteen behavior modification programs were conducted by the Department of Defense. The Department of Labor had also conducted several experiments, as well as the National Science Foundation. The Veterans’ Administration was also deeply involved in behavior modification and mind control. Each of these agencies, including LEAA, and the National Institute for Mental Health, was named in secret CIA documents as those who provided research cover for the MK-ULTRA program.[99]

Eventually, LEAA was using much of its budget to fund experiments, including aversive techniques and psychosurgery, which involved, in some cases, irreversible brain surgery on normal brain tissue for the purpose of changing or controlling behavior and/or emotions.[100]

LEAA also subsidized the research and development of gadgets and techniques useful to behavior modification.[101]

In the 1970 Colorado Springs meetings of LEAA and NIMH officials with President Nixon and the Berlin Wall, the SS National Plan had been setup from the very beginning to get funding priority to implement it down the pipe to the state level. At the state level in California, you can’t get any closer to establishing an American small version of the Auschwitz Concentration Camp Medical Corp Facility, the place of the final solution to the Jewish Question in Europe.

From the Bilderberg to the Streets of Oakland, CA

Little Auschwitz– The Center for the Study and Reduction of Violence

In 1973, in Governor Ronald Reagan’s State of the State message, he and California’s German High Command announced plans for the establishment of a biomedical (Rudolph Hess’ Applied Biology) facility, the Center for the Study of the Reduction of Violence. Supported by state and federal funds (LEAA), the first center was planned for the Neuropsychiatric Institute at UCLA, headed by Dr. Louis Jolyn “Jolly” West, the CIA Maestro of Mind Control.

An early draft of West’s proposed UCLA center described using schools in Black and Brown neighborhoods as human guinea pigs to experiment on and screen for possible genetic defects. It also mentioned using psychosurgery as treatment on children to modify what he and the establishment perceived to be no more than anti-social behavior,

“Such programs might include control of drug or alcohol abuse, modification of chronic anti-social or impulsive aggressiveness.”[102]

Dr. West planned to use an abandoned NIKE missile base in the Santa Monica Mountains. It was a perfect Little Auschwitz, and secret adjunct to the center to experiment on California’s children and prisoners of color,

“It is accessible but relatively remote. The site is securely fenced, and includes various buildings and improvements making it suitable for prompt occupancy.
If this site were made available to the Neuropsychiatric Institute as a research facility, perhaps initially as an adjunct to the new Center for Prevention of Violence, we could put it to very good use. Comparative studies could be carried out there, in an isolated but convenient location, of experimental or model programs for the alteration of undesirable behavior.”[103]

Dr. West’s Chamber of Horrors also proposed chemical castration, implantation of transponders in sexual organs and the brain for remote control, biological control of women’s menstrual cycles to control crime, and eventual replacement of the U.S. legal system with psychiatric control.

One of the principal school districts that would have secretly feed Black and Brown children into Dr. West’s SS-CIA Mind Control Chamber of Horrors hidden away in the remote Santa Monica Mountains was Dr. Marcus A. Foster’s Oakland Unified School District.

On July 27, 1973, the California Council on Criminal Justice (CCCJ) voted 19 to 0 to approve the allocation of funds ($750,000) for Dr. West’s Center for the Study and Reduction of Violence.[104]

The CCCJ is an entity of the government of California that acts as the supervisory board concerning federal grants by President Nixon and the Berlin Wall’s collaborator, the LEAA.[105]

According to government documents reviewed by the Late Great Mae Brussell at the time, it revealed that Dr. West’s Violence Center was proven undoubtedly behind the veil under LEAA and Robert Finch of HEW.[106] It had been part of the Hutshnecker SS Plan.

The Technology of Mass Racial Persecution and Genocide

In September 1973, Dr. Marcus Foster introduced a proposal to place armed police “control personnel” in schools, and issue mandatory ID photo cards for all OUSD students K-12 funded through a grant from CCCJ . [107]

Foster’s proposal to put police in the schools and setup a forced computer data base of OUSD students in a predominately Black school district was met with widespread condemnation, mistrust, fear and protest.[108]

However, Foster’s mandatory student ID photo data base proposal was veiled and far more diabolical than anyone could imagine. It was only the tip of an iceberg. Unbeknown or exposed to many, the CCCJ funded OUSD student data base program would have included “Fingerprints.”[109] The OUSD student data base was to be part of a clandestine national security data base.

You would be absolutely naïve to history to think otherwise. In a landmark lawsuit filed in 2001in U.S. District Court in Brooklyn, N.Y., on behalf of five Holocaust victims, the suit alleged that IBM knew the data-processing technology it supplied to the Third Reich would be “used to facilitate persecution and genocide.”[110]

“Hitler could not have so quickly and efficiently identified and rounded up Jews and other minorities, used them as slave laborers and ultimately exterminated them, without IBM’s assistance,” plaintiff’s attorney Michael Hausfeld said in a statement.[111]

From Edwin Black’s IBM and the Holocaust, The Strategic Alliance Between Nazi Germany and America’s Most Powerful Corporation,

“People and asset registration was only one of the many uses Nazi Germany found for high-speed data sorters. Food Allocation was organized around data-bases, allowing Germany to starve the Jews. Slav labor was identified, tracked, and managed largely through punch cars. Punch cards even made the trains run on time and cataloged their human cargo.” [112]

The THIRD REICH’s use of data processing and computer technology to go hand to hand to facilitate and manage concentration camps, the ghastly human medical experiments and mass racial genocide is an old story.

At the same time that CCCJ was planning to fuel Dr. West’s experimental violence center with about a million dollars in seed money, it was also funding a necessary computerized component to a national security data bank and Dr. West’s anti-violence applied biology center and lab, the implementation of computerized Bio-Dossiers on all OUSD children K-12 through the Forced Youth Identification Program.[113]

The Forced Youth Identification Program at the OUSD school level would feed into a U.S. Internal Warfare Identification Computer System. Student’s Bio-Dossiers would feed into Dr. West’s Horror Human Experimentation Chambers and track students as young as 6 years old on a U.S. Internal Warfare Identification Computer System for life.

Consistent with the way of the THIRD REICH, a computerized data base was an essential tool to Dr. Hutschnecker SS National Plan to identify, label, track and roundup Black and Brown children for bizarre and uncanny mind control-behavior modification human experimentation; concentration camps and prisons; to under educate and under employ, and ultimately annihilate.

OUSD Computer Data Bases, Honeywell, Inc., and Nazis

Army Lt. Colonel James H. Critchfield was president of a Honeywell, Inc. subsidiary called Tetra Tech International. Critchfield was a powerful CIA insider. Critchfield was best known in intelligence circles as the CIA’s liaison to and handler of the Gehlen Org.[114] Even though Critchfield knew that Gestapo Heinrich Müller was a notorious wanted war criminal, head of the dreaded Nazi Gestapo and Adolf Eichmann’s immediate superior, responsible for implementing the “Final Solution,”[115] he personally recruited him into the CIA and shielded him.[116]

On September 15, 1971, the Monclarion Newspaper of Oakland-Piedmont revealed that Dr. Foster was behind a proposal to spend $372,000 so the school district could stop farming out its data processing and do the work at leased facilities.[117]

The proposed leased facility was “Honeywell, Inc.”. Honeywell at that time was not only linked with Critchfield, Gehlen Org and Gestapo Müller, it was a major contractor developing Vietnam War anti-personnel weapons such as cluster bombs and land mines for the Department of Defense.[118] They also had a “mind control” contract with the CIA.[119]

Honeywell had just purchased General Electric’s (G.E) computer division in 1970. The company was reorganized into two operating units one of which was Honeywell Information Systems, headed by President Clarence (Clancy) Spangle.[120]

After WWII, Federal prosecutors accused G.E. of criminal conspiracy with Krupp–the massive German arms firm which had played a major role in arming the NAZI military. Some observers charge, “Their partnership artificially raised the cost of U.S. defense preparations while helping to subsidize Hitler’s rearmament of Germany. The arrangement continued even after Nazi tanks smashed into Poland.”[121]

In regards to Dr. Foster’s mandatory student ID photo data base proposal, Honeywell, Inc., a major top secret clearance U.S. defense contractor with direct ties to the Nazis and Underground THIRD REICH was already in place to implement and veil its clandestine design.

OUSD, Secretary of Defense Robert Strange McNamara & PPBC

The Honeywell computer system and its operating system cost OUSD $750,000 to start up. The computer’s operating system was called, Planning, Program Budgeting Systems (PPBS). PPBS had almost 35,000 accounts to plug money into. In other words, if $35,000 came into the school district general funds, theatrically with PPBS, you can put $1 or a fraction of a dollar each in 35,000 different slots, and thereby underfund and undermine the school district spending programs. In addition, OUSD paid Honeywell another $14,000 a month to run PPBS on two data processing systems.[122]

Robert McNamara along with the “quiz kids” out of Harvard developed PPBS for the Pentagon and Department of Defense. McNamara had been J F Kennedy’s and Lyndon B. Johnson’s secretary of defense and president of the World Bank. He was a member of the Council on Foreign Relations (CFR) [123]and the Bilderberg Groupunder SS Prince Bernard.[124]

PPBS is in effect an integration of a number of techniques in a planning and budgeting process for identifying, costing and assigning a complexity of resources for establishing priorities and strategies in a major program and for forecasting costs, expenditure and achievements within the immediate financial year or over a longer period.[125]

U.S. Defense leaders use PPBS to link operational requirements with financial obligations. Department of Defense branches typically divide the process into plans, programs and budgets. While planning, programming, and budgeting continues throughout the year, PPBS dictates a sequential and annual process culminating with annual Defense Plan, followed by a Defense Program, then a Defense Budget.[126]

In fact, not many people in OUSD actually understood PPBS. It wasn’t meant to be understood by the general public. It was an illusory accounting and budgeting scheme designed to skim public money off the top.

That’s why at the time, only the U.S. Pentagon, Department of Defense and OUSD used PPBS. I call it Himmler’s Clandestine Accounting and Budgeting System. It had the “Satanic Principle” design imbedded in the system.

Cry Wolf- the Evil Dr. Marcus A. Foster, CSOS and Darlene Lawson

Almost two decades after Dr. Foster’s assassination, I had a chance encounter with Darlene Lawson. During Dr. Foster’s Administration,she and a black activist named Vera Means Silverman fronted a shadow counter-intelligence group called the Coalition to Save Our Schools (CSOS).[127] Basically, CSOS was described as “Anti-Foster.”Of all things, CSOS accused Dr. Foster of running a “Gestapo “in the public schools.[128]

In fact, Vera Silverman, Chairperson of CSOS, compared Oakland’s proposed use of the picture ID cards like something out of Nazi Germany.[129]

The SLA and CSOS had complained that Dr. Foster was the main perpetrator of the school ID system, and OUSD’s cooperation among police and probation officers to track students; and planning the creation of a school system police unit to imbed in schools. CSOS included former members of the revolutionary Maoist Venceremos Organization (VO).[130]

Actually, U.S. Air Force Intelligence Officer, Captain H. Bruce Franklin of Stanford University, above, setup VO and CSOC as counter-intelligence fronts.[131] It is believed that British MI6 Author Graham Greene’s [132] brother or cousin Felix Greene of Stanford had been Franklin’s handler.[133] Felix Greene also worked for British Intelligence.[134]

CSOS was funded by the Carnegie Foundation through an East Palo Alto group called, Education Finance & Government Reform Project, led by Dr. Robert Hoover,[135] husband of Ebonics- Dr. Mary Hoover of Stanford University.[136]

Remember, disinformation may contain up to 80% truth to create an illusion of authenticity, but at least 20% of the disinformation will always be patently false and absolute deception.

Huey P. Newton, Bobby Seale and Elaine Brown of the Black Panther Party also became actively embroiled in the extremely confrontational campaign with CSOS, Lawson and Silverman to denounce Dr. Foster, ID Photo cards data base, and tracking students through the state and federal criminal justice systems.[137],[138],[139] This part of the Legend was true.

Certainly, some entity and forces were setting up a covert student national security data base consistent with Dr. Hutschnecker SS National Plan and objectives, but it wasn’t Dr. Foster. He was just somebody’s whooping boy.

The VO was a splinter group (H. Bruce Franklin) of the Revolutionary Union (RU). It was the most violent of the Maoist communist groups operating in the U.S. from 1971 until it began to disintegrate in September 1973 just before Dr. Foster’s assassination.[140]

Mind Controlled Pseudo Black Revolutionaries, Thero Wheeler & Donald Defreeze of BCA

Vacaville Men’s Medical Facility escapee, Theo Wheeler, one of the founders of the SLA claimed to have been a member of VO.[141] Before Dr. Foster’s assassination, Vera Silverman and CSOS made regular weekly trips inside Vacaville with Emily Harris and Willie “the Wolf” implanting Maoist doctrine and revolutionary ideas in CIA Station Agent Dr. James A. Hamilton and Colston Westbrook’s pseudo revolutionary mind controlled guinea pigs, Thero Wheeler and Donald Defreeze, the Black Cultural Association (BCA).[142]

Vera Silverman and CSOS also planted seeds and illusions among inmates with talk about Dr. Foster being the “evil black school superintendent.”[143] Just like Lee Harvey Oswald had been setup as a lone wolf communist, they helped setup the Legend that would become the false flag justification and patsies for Dr. Foster’s murder.

When I had CSOS co-chair, Darlene Lawson, in a surprise brief captive situation, I knew exactly who she was. Nonchalantly, I asked her about Dr. Foster and the missing OUSD general funds in a roundabout manner. To this date, people are still afraid to talk about the events surrounding Dr. Foster’s assassination. Lawson had subsequently become a notorious OUSD school board member.[144] In a hush-hush manner just as she began to exit my car, she told me about the “phantom work force.”

In other words, Honeywell’s PPBS, among other things, had been issuing a substantial amount of checks from the school district general funds to school employees that didn’t exist!

In fact, it had been CSOS and Darlene Lawson leading the pack just before Dr. Foster’s murder publicly charging that he had been behind millions being missing from the school district including up to $9,700,000 in Federal Title 1 funds.[145]

As for Vera Means Silverman, she suddenly dropped dead on March 22, 1987 in Oakland. Her occupation had been a “consultant” to some unknown entity.

OUSD & PriceWaterhouse, Inc., Lucifer’s Right Hand Auditor

In this game of smoked mirrors and illusions, Dr. Foster was only a puppet and figure head, a patsy. He was an illusion of Black Political Power. Dr. Foster’s hires, policies and direct day-to-day operations went through and were handed down to him from PriceWaterhouse, Inc. of San Francisco.[146]

PriceWaterhouse, Inc.. (now part of PricewaterhouseCoopers) was one of the Big Four.The Big Four are the four largest international professional services networks in accountancy and professional services offering services including Audit, Assurance, Tax, Consulting, Advisory, Actuarial, Corporate Finance and Legal.[147]

On the surface, PriceWaterhouse is the very image of accountability, respectability and professionalism. High marks and a clean bill-report of corporate health from PriceWaterhouse mean a high credit rating and a green light signal to banks and investors.

Behind the smoked mirrors, the Satanic Principle, PriceWaterhouse was the Devil’s right hand auditor. It was the auditor of the fraud-infestedBank of Credit and Commerce International (BCCI). PriceWaterhouse cooked the books for BCCI misleading governmental investigative agencies; and defrauding investors of billions. The National Security Agency (NSA) used BCCI to funnel money for the Iran-Contra scandal, and the CIA maintained accounts in BCCI for covert operations.[148]

BCCI was a CIA proprietary which laundered drug proceeds for the North/Secord CIA-Crack Cocaine Scandal, the Mujahedeen, and catered to dictators Manuel Noriega, Saddam Hussein, and Ferdinand Marcos.[149]

A U.S. Senate congressional inquiry discovered that ultimate control ofPrice Waterhouse rested with PriceWaterhouse Worldwide, based in Bermuda, which did not co-operate with the U.S. Justice Department. In 1996, the Justice Department pursued a fraudulent shell company, Merlin Overseas Limited, operating from Antigua. Merlin Overseas Limited consisted of little more than a fax machine in a Caribbean office of PriceWaterhouse. [150]

As I said before, they intended to ride Dr. Marcus A. Foster’s LEGEND to drive OUSD straight to HELL.

OUSD & A TOUCH OF BUCHENWALD

Dr. Marcus Foster, OUSD, Jim Jones & the Peoples Temple

Michael Meiers’ explosive book, “Was Jonestown a CIA Medical Experiment?” is one of few manuscripts that place Jim Jones & the Peoples Temple inside OUSD during Foster’s Administration.[151]

Meiers’ book is extremely hard to obtain and find even at university libraries. I offered to buy the book from the publisher, but they couldn’t sell one to me. Nevertheless, Meiers contends that Dr. Foster before he was murdered was about to expose Jim Jones’ recruitment of children inside the school district for clandestine CIA-MK ULTRA mind control and medical experiments. He maintains that Jim Jones was a major factor in the assassination.

Were Jim Jones and the Peoples Temple allowed access inside OUSD to recruit Black children for clandestine CIA-MK ULTRA mind control and medical experiments?

During the school year 1970-1971, I was living briefly with my mother and family in what they called the 65^th Avenue Village known as San Antonio Gardens. It was located on East 14^th Street now International Avenue. It was a predominately Black housing project. It was located directly across the street from Havenscourt Jr. High School.

One day, I came home from school in the evening and found my beloved baby sister, Doris, dressing to go to an evening religious service at Havenscourt Jr. High School’s auditorium. She was a fifth grader no more than 10 or 11 years old. My junior high school brothers were about to escort her to the service.

Upon inquiry, I discovered that she had been enticed to attend the service in her classroom at Lockwood Elementary School that was adjacent to Havenscourt. I recall reading a flyer about the religious service from her class.

During the school year 1970-71, I was inside OUSD completing my university student teaching assignment. I had been inside OUSD working as a Teacher Corp teacher trainee since 1969 with Dr. Foster as the school master. I knew that it was an extremely unusual blatant breach of school policy to encourage and entice students to attend any religious services.

My sister wanted to go to the service, because her classmate friends intended to go. I escorted her to the service. I wanted to see for myself what was going on.

Sure enough, it was a religious service taking place on school grounds at Havenscourt. I didn’t know it at the time, but it was my second encounter with Jim Jones and the Peoples Temple in Oakland.

In the service, Jim Jones performed his infamous “crowd pleasing” fake miracle healing from cancer of a member of the Peoples Temple by coughing up bloody cancerous material, chicken parts.[152]

It was Jim Jones and the People Temple, because I remembered Rose Shelton being there. She collected the coughed up assumed bloody cancer stuff in a white cloth and displayed it to the young horrified audience.

“A most outstanding miracle occurred when Mrs. Rose Shelton, former instructor of cosmetology at the Regina Beauty College in San Francisco, was called out by Pastor Jones and told to immediately stop work or she would have a stroke. She did not heed this warning and one week later as she was conducting her theory class, her right side became very, very weak and she could not use her right hand at all. The next morning her right side was totally paralyzed and she could not walk. However, the very next day Pastor Jones contacted her and meditated for her and all ability to use her right side was totally restored and she is perfectly healed to this day. She writes us that “I owe it all to the mighty power of God that works through this modern-day prophet Jim Jones.[“][153]

I always remembered Rose for her out of this world naked gaze and “zombie” stare that scared me. Rose was to become my future grand aunt in-law. I married her grand niece. Rose had been Jim Jones’ nurse. There was always a lot of strange family tension and controversy that I didn’t understand at the time surrounding Rose and the Peoples Temple. She was slaughtered in the Jonestown Concentration Camp in Guyana.

Rose had one daughter, Angela, who lived in Altadena, Los Angeles County. After the death of her mother, she told us that she had been receiving death threats to keep her mouth shut about Jim Jones and the Peoples Temple. At the time, I didn’t know what to make of her fear and the death threats. I thought the Jonestown massacre was a mass suicide as portrayed by the mass media.

From that scary encounter with Jim Jones and the Peoples Temple across the street from home, I cautioned my brothers and sister never to attend any school sponsored religious services without my strict acknowledgement and presence.

I intended to find out more about this particular religious group using school facilities to draw poor children into its grasp. But for the press of finals and a visit by two FBI agents, one black- one white, to my home while I was away at school, my attention was diverted from Jim Jones and the Peoples Temple.

The FBI delivered a message to my mother that it would be in the best interest, health and safety of everyone that I got out of Dodge when I finished my studies. It wasn’t the last time that I got the message by law enforcement to get out of Oakland.

Jim Jones of the CIA MK ULTRA Occult Bureau was inside OUSD enticing; and collecting Black OUSD students into the Peoples Temple through collaborating county agencies like foster care and the juvenile court.

More and more, Dr. Foster was becoming aware that the “Patsy Legend” was closing in on him. How much Dr. Foster really knew about Jim Jones has not been explored other than Meiers’ book. However, Meiers firmly believe that Dr. Foster knew all about Jim Jones and CIA-MK ULTRA taking OUSD students out of schools and intended to expose the Company’s secret.

Dr. Marcus Foster and Charles Garry, Jim Jones’ Attorney

Charles Garry, left, worked for; and was a key operative in the Crime Family House of New York Mobster, Big Joe Bonanno, Sr.[154] Big Joe was one of the big five mafia dons in America. He was also one of the most powerful and dangerous crime figures in the world.[155]

According to the Torbitt Documents, Big Joe had been a close and powerful collaborator and informer of FBI Director J. Edgar Hoover from 1953 to 1963. Big Joe of Lionel Corporation of New York was a key operative and stockholder of the Permindex Corporation. Permindex is Murder Incorporated International, principals in the assassination of JFK.[156]

Big Joe and the Lionel Corporation were part of America’s clandestine Military-Industrial-Congressional Complex. They did over ninety percent of their business with NASA and U.S. Army ordnance furnishing such items as electronic equipment, rocket parts, chemical warfare agents and flame throwers.[157]

Major General John B. Medaris, former head of the Army rocket and guided missile program, was president of Lionel. Maj. Gen. Medaris, right above, has been described as the “patron of Wernher von Braun”.[158]That is SturmbannführerSSDr.Wernher von Braun, Knight of the Black Sun.

In John Bryan’s book, This Soldier Still At War, about Russell Ramiro- one of the alleged SLA conspirators in Dr. Foster’s murder, he relates that the infamous Black Panther Attorney said that Dr. Foster was an old friend. Garry reportedly said that his “old friend” would just happen to drop in and they just happened to discuss the police in the schools issue. [159]

I am sure that Dr. Foster wouldn’t drive from his home in the Oakland Hills across the Bay Bridge to San Francisco just to drop by. Garry was an infamous activist attorney that described himself as courtroom “street fighter.”[160]

Dr. Foster was worried. Everything was closing in on him, and he was looking for a way out and a way to protect himself from becoming the fall guy on so many fronts. Dr. Foster was seeking legal advice, or he was reporting to Garry. I am certain that in the dilemmas that Dr. Foster found himself in that they talked about everything going on in OUSD.

Jim Jones, Charles Garry and Richard Dwyer– CIA Station Chief in Jonestown, Guyana

Unbeknown to Dr. Foster, Garry had been attending services at the Peoples Temple and had been Jim Jones’ right hand lawyer. Garry began officially representing the Peoples Temple in 1976. Jim Jones and the Peoples Temple was a clandestine CIA MK ULTRA Occult Bureau Project that Garry provided cover for. He protected Jim Jones, Peoples Temple and the CIA in Guyana to the very end.[161]

One of the most important Temple members was also taken under his wing. Garry hired Terri Buford of the Peoples Temple as a legal assistant. Garry said that he gave Buford keys to the firm’s office. Buford was the daughter of an Office Naval Intelligence (ONI) officer, and had access to millions of dollars of Temple money stashed in secret bank accounts around the world.[162]

Dr. Foster was literally a riddle wrapped inside a puzzle that was part of an enigma. Undoubtedly, he was surrounded by rings and layers of security. Garry was likely a double agent collecting everything that Dr. Foster knew and intended to do to try to protect himself, and about Jim Jones and MK ULTRA inside OUSD, while at the same time reporting everything back to Jim Jones, Big Joe and the Company.

I can clearly understand how Meiers could reach his conclusions about Dr. Foster, Jim Jones and Peoples Temple. However, Jim Jones and Peoples Temple was among many things that must have worried Dr. Foster that was becoming part of his Legend as a patsy.

The Blood Seizures

On January 5, 1972, the Oakland Monclarian newspaper reported by a bare quorum that the Oakland School Board had approved a contract with Western Laboratories for mass blood testing of children at Clawson, Durant, Melrose and Woodland Elementary Schools, all predominately Black and Brown schools.

Western Laboratories in Oakland is forensic laboratory. It was an infamous medico legal investigative laboratory and authority. [163] The funds for the blood tests were provided by a grant from the U.S. Department of Health, Education and Welfare (HEW) under a program named “SHANS”- School, Health and Nutrition Service project.[164]

At this time, the secretary of HEW under President Nixon was Attorney Eliot Lee Richardson. Richardson was a key Watergate figure. Richardson is the only individual to serve in four United States Cabinet positions within the U.S. government; Secretary of HEW from 1970 to 1973, Secretary of Defense from January to May 1973, Attorney General from May to October 1973, and Security of Commerce from 1976 to 1977.[165]

Richardson was a prominent member of the CFR and Trilateral Commission,[166] and the blood covenant ILLUMINATI Bilderberg Group under SS Prince Bernhard.[167]

So, what in world are President Nixon, the Berlin Wall and the Bilderberg Group looking for in the blood samples of Black and Brown Children? A couple of things come to mind.

XYY Chromosomes Genetic Markers for Violence

They could have been looking for the XYY chromosome pattern, the so-called “violence gene” or “criminal gene” in Black and Brown children to stigmatize them as “biological enemies” to justify under the Hutschnecker SS Plan tracking, detention, isolation, human experimentation and ultimately annihilation.

In the 1960s and 1970s, scientists advanced a pseudo scientific notion that males, who carry an XYY chromosome pattern, rather than the normal XY pattern, were predisposed to becoming violent criminals.[168] The one big problem with XYY chromosome pattern theory is that they were racially preoccupied with searching for it in the blood of People of Color.

In June 1969, NIMH- Center for Studies of Crime and Delinquency( CSCD) held a two-day XYY conference in Chevy Chase, MD. In December 1969, with a grant from the NIMH-CSCD, cytogeneticist Digamber Borgaonkar at Johns Hopkins Hospital began a chromosome survey of (predominantly African-American) boys ages 8 to 18 in all MD institutions for delinquent, neglected, or mentally ill juveniles, which was suspended from February–May 1970 due to an ACLU lawsuit about the lack of informed consent. Concurrently, through 1974, psychologist John Money at Johns Hopkins Hospital experimented on thirteen XYY boys and men (ages 15 to 37) in an unsuccessful attempt to treat their history of behavior problems by chemical castration using high-dose Depo Provera with side-effects of suicide.[169]

AIDS & Genetic and Biological Warfare Makers

During school, HEW rounded up horrified, frightened and screaming elementary school children and took their blood. What they did with the children’s’ blood samples is unknown. However, they most likely used the blood samples for research to develop race specific genetic chemicals, viruses, bacteria and diseases.

In 1975, Western Laboratories were involved in research work supported by the National Institute of Health, American Cancer Society and the U.S. Public Health Service.[170]

The work was supported in part by an USPHS Grant HD-05894, byContract E 73-2001-NOI-CP-3-3237 with the Virus Cancer Programof the National Cancer Institute, and by American Cancer SocietyGrant IM-16 G.Research Verna S. Byers was a recipient of a NIH Postdoctoral Fellowship (5 FO 2 AI-53320), in care of theDepartment of Dermatology, University of California San Francisco,San Francisco. Researcher Alan S. Levin was working with the American Cancer Society, and other researchers appeared to working out of Kaiser Foundation Hospital in Oakland, and the School of Public Health at UC Berkeley. [171]

In 1971, President Richard Milhous Nixon converted the U.S. Biological Warfare Program into the National Cancer Institute.[172] The above Virus Cancer Programof the National Cancer Institute was the birthplace of AIDS. [173] For detailed information on the Virus Cancer Program’s super secret program to develop the Aids Virus go to http:/// www.boydgraves.com/ .

Basically, the Virus Cancer Program was looking for viruses that induced cancer as potential biological-chemical warfare agents. [174] These researchers in the Oakland Bay Area were studying patients with giant cells in osterogenic sarcomas [175] at least 4 years before the so-called official discovery of AIDS. Note that the AIDS retrovirus induces giant cell formation. [176]

SHANS also fed the children special foods and diets. Was the Oakland school children involved in the SHANS’ nutrition program fed a controlled diet of food laced with ionized radiation, plutonium, uranium, or radium?

We just don’t know. The government continues to refuse to comply with my FOIA requests to produce documents in regards to the SHANS’ experimental programs in Oakland.

I met one of the children subjected to the SHANS’ experiments. He was a student at Clawson Elementary School during the blood seizures.  He said that it was a day that he never could forget. It had been a day of fear and fright among the children. He is a very decent and intelligent young man and suffers from a great deal of serious unknown medical problems and conditions that could kill him at any moment. He has no idea what happened to his blood or what was shot into him by what he described to be large needles.

Overall, CIA MK ULTRA and the Company (Nazis) were running amok in OUSD, and Dr. Marcus A. Foster was powerless to stop anything, even the financial collapse of the school district.

Financial Collapse of OUSD & the OPD/FBI Emergency Bailout

By the time Dr. Foster looked up in February 1973 just four months before the end of the school year, they had plundered OUSD’s entire general funds. OUSD was flat broke. Dr. Foster was about to become the fall guy, the PASTY, for that too.

If it hadn’t been for Dean Madsen v. Oakland Unified School District (1975) 45 CA3d 544, we wouldn’t have known officially about the sacking of OUSD and the Oakland Police Department (OPD)-FBI arranged bailout. The Madsen Case was a citizen-taxpayer class action against OUSD and the City of Oakland to stop an illegal grant of city general funds to bail out the school district. [177]

On February 13, 1973, Oakland Republican Mayor John H. Reading proposed that city council appropriate $700,000 to provide financial assistance to OUSD for the 1972-1973 school year.[178]

On April 19, 1973, the city council adopted resolution No. 53083 which authorized transfer of $700,000 from the general fund of the city to the general fund of the school district. Dr. Marcus A. Foster had to front for the money that wasn’t a loan, but almost a 3/4s of a million dollar emergency grant of city general funds to OUSD to avoid its sudden financial collapse.[179]

Former OPD Chief, FBI Agent and Assistant City Manager Charles Gain and Jim Jones

The city grant may not have been completely a benevolent act. CoIntelpro FBI-Panther Squad (Division 5) agent and Oakland Police Department Chief Charles Gain had been quietly slipped into an interim Oakland Assistant City Manager slot to oversee an unprecedented, uncontested and silent consensus transfer of city funds to OUSD.[180], [181]

In September 1967, Charles Gain had been appointed Chief of Police of the OPD. Police Chief Gain retired from that position on November 9, 1973 three days after Dr. Foster was assassinated. That means that Gain wasn’t necessarily interested in solving Dr. Foster’s assassination; or he was a collaborator in a political murder. One thing is clear; Gain was the Oakland Chief of Police and an interim Oakland City Manager at the very same time.[182]

It should be quite clear why no city official opposed or made any public fuss about the unprecedented extremely substantial grant of public funds to OUSD to bail it out of financial collapse before exposing all the clandestine military intelligence and CIA players in massive frauds, Crimes against Humanity, Society and Democracy.

Roger W. Blackburn, left, was Deputy Associate of Schools under Dr. Foster. Behind the smoked mirrors, veiled and illusions, Blackburn ran the daily operations of OUSD.

The SLA exposed Blackburn as a CIA agent while working for the Peace Corp and CIA front U.S. Agency for Independent Development (USAID) in Somalia.[183] During the ambush of Dr. Foster, Blackburn was only injured from flesh wounds from stray shotgun pellets that blew Dr. Foster’s chest open. Two assailants with handguns ran around Blackburn to fill Dr. Foster’s body with cyanide filled bullets. If the SLA knew that Blackburn was a CIA agent, why wasn’t he their primary target?

Blackburn was a graduate of Oberlin College. He also studied at Hampton Institute and completed graduate work at the University of Pennsylvania. He had been director of Community Affairs with the Philadelphia Public Schools, and taught at the Graduate School of Education at the University of Pennsylvania.[184]

Previously, he directed a Peace Corps teaching project in East Africa. He also served as the executive director of the Citizens Committee on Public Education in Philadelphia, and led educational programs for the National Conference of Christians and Jews.[185]

OPD Chief- FBI Agent Charles Gain had been a member of the Community Relations Committee of the National Conference of Christians and Jews.[186] Alfred May, president of the Detroit Round Table of the National Conference of Christians and Jews, was a FBI agent.[187]

In divorce proceedings filed in Alameda County, his wife filed objections to the court’s jurisdiction. She said that while he was Dr. Foster’s deputy superintendent, they resided in the Cedar Crest area of Dallas, TX and he hadn’t moved to California until 1977, four years after Dr. Foster’s assassination.

At the murder scene, Blackburn gave police the first false lead that opened the window for the assassins to escape; he told police that Dr. Foster’s killers were black men wearing black leather jackets and berets, the Black Panther Party for Self Defense. In the hospital, again, Blackburn falsely told investigators that the killers were “black.”[188]

After Dr. Foster had been murdered, Blackburn became OUSD superintendent where he refused to release and concealed OUSD’s budget for the 1971-72 and 1973-74 school years.

Now, you realize why Robert W. Blackburn had not been shot with cyanide bullets or killed.

To Kill a Black Man, Life Unworthy of Life

On November 6, 1973, assassins blew out Dr. Foster’s heart with a shotgun blast to his chest. Dr. Foster had only been a hapless figurehead, a political “PATSY” to an agenda far more vast, bizarre, sinister and diabolical than anyone even he  could ever imagine.

In 1973, what did we know about FBI Cointelpro, CIA-MK ULTRA-Mind Control, the Bilderberg Group and the underground SS and THIRD REICH? We knew very little if anything at all.

All we knew was somebody had laid out our elder on a sidewalk filled with cyanide bullets, his blood flowing in the street, his chest torn open and heart shot to pieces as if he had been a ” Life Unworthy of Life.” Dr. Foster’s assailants had been a special breed of cold blooded and heartless killers like Obersturmführer SS Günter Reinemer.

Cyanideis the signature of a special breed of killers. Zyklon B was the trade name of a cyanide based pesticide used by the SS to kill human beings (Life Unworthy of Life) in gas chambers of extermination camps during the Holocaust.[189] At Treblinka, Jews were murdered in gas chambers by the thousands with potassium cyanide.[190]

Cyanide was also the occulted spiritual weapon of that special breed of killers. It was one of Himmler’s favorites, SS Hauptsturmführer Dr. Sigmund Rauscher, which in August 1942 developed the idea of using gas chambers for racial mass murder and the “Final Solution”. It had been Rudolph Steiner’s belief that potassium cyanide from an occulted point of view of “spiritual science” not only kills the body but also the soul.[191]

It takes a special breed of killers or knights, GENOCIDISTS, to kill and overkill an innocent and unharmed human being with such callousness with an extremely unusual signature “occulted” weapon of Lucifer’s Servants.

“My Heart Plucked Out”

At the Philadelphia International Airport just before his flight to Oakland, his Worshipful Masonic Master and Knight of Pythias, Leon S. Rosenthal, above,executed Dr. Foster’s Last Will and Testament; and secretly initiated him into a Masonic degree with a blood oath covenant of secrecy as yet another layer of security. On September 14, 1973, Rosenthal suddenly fell dead just weeks before Dr. Foster’s murder.

To try to save himself, and being absolutely abhorred by what they were doing and planned to do with children of color, some believe as I do that it was Dr. Foster that leaked the inside secret details of the government’s veiled Forced Youth Identification Program and creating Bio-Dossiers on all OUSD children K-12 to feed into Dr. West’s Center for the Study of the Prevention of Violence; and Jim Jones and the Peoples Temple’s CIA Occult Bureau MK ULTRA Program inside the school district.

Whereas, Dr. Foster violated his Masonic blood oath covenant of secrecy. Knights of the Black Sun (Knights of the Teutonic Order- The Order of Brothers of the German House of Saint Mary in Jerusalem) sit at the top of the Masonic hierarchy.

Who killed Dr. Foster? Leftist revolutionaries, not even CIA agent provocateurs, wear cowboy hats! This picture of a cowboy hat was left at Dr. Foster’s murder scene by assassins appeared in the Oakland Tribune then simply vanished.

Oakland power broker and strict constitutionalist, California Republican Senator William F. Knowland, Editor of the Tribune, so disliked, distrusted and loathe Vice President Richard Nixon that when he became president of the senate Knowland resigned whether than serve under him. In Oakland, Knowland threatened to expose the true clandestine forces linked to Nixon behind the assassination of Dr. Foster; and kidnapping of Patty Hearst. Within days after the Hearst kidnapping, Knowland would be found dead.

During the CHAOS, mayhem, confusion after the assassination of Dr. Foster; the SLA kidnapping of Patty Hearst on February 4, 1974[193]; and assassination of Oakland Tribune Publisher, Ex-Senator William F. Knowland on February 23, 1974;[194] under cover of the veil of these diversions, Honeywell, PPBS, PriceWaterhouse, SHANS projects, Charles Gain, Forced Youth Identification Program, and up three quarters of a billion dollars in school general funds and assets slipped right out of Dodge City.

Dr. Marcus Albert Foster’s life and accomplishments had been taken away for no more than a Bilderberg Group false flag diversion.

Edits from the top ruling classes of the ILLUMINATI don’t just fade away, even if it take decades, they intend to reach their objectives to disrupt and fragment OUSD; and undermine constitutional protected free educational opportunities [195] for the so-called Less Privileged-Undervalued students statewide.

In the 21th Century, less than 45 percent of the students in OUSD are proficient or better in math and reading.[196]

In 2009-2010, only 15 percent of low-income students attended Oakland public schools that met the state’s minimum criteria for a “quality” public school.[197] That means that approximately 85% of the so-called Less Privileged-Undervalued students receive less than a quality education in OUSD.

The dropout-push out rate for Black students in Oakland is nearly three times the state average, and for Latino students it is more than double.[198]

In 2011, the average dropout rate throughout California was 14.4 percent, down from 16.6 percent the year before. That means in 2011, approximately 43.2% of Black students and 28.8% Latino dropped out of the OUSD.

This year- 2012, the U.S. Department of Education, Civil Rights Department had to intervene in and monitor the internal affairs of OUSD, last school year, Black students made up about 39% of the district’s total enrollment but accounted for 63% of students with at least one suspension and 61% of those who were expelled, said Russlynn Ali, the department’s assistant secretary for civil rights.[199]

Only 40% of OUSD high school students graduate.[200] Statewide, the news is just as abysmal for the state’s Black, Latino, and the so-called Less Privileged-Undervalued students graduate at similar declining rates—63% and 70%, respectively.[201]

In the 1970s, California ranked in the top 10 states for per-pupil spending; now it ranks 47th in the state with the ninth largest economy in the world. It wouldn’t be far from the truth to say that OUSD and the state’s free educational system has become a strictly controlled, monitored and repressive environment LIKE for students of color;  and sit on the brink of collapse courtesy of the Underground THIRD REICH, Bilderberg Group and the ILLUMINATI.

Solve Dr. Foster’s murder and the riddle of Himmler’s Accounting and Budgeting Systems (PPBS) used by the state and school districts to mask expenditures, the rabbit hole will go deeper than you can could ever imagine. The ripple effect will break the back of the ILLUMINATI dominating the educational systems in California for decades.
